My kids told me once, let's go to Mexico so I can become an alien. I was like HUH? What? Then they informed me "Oma (Grandma) said that an alien is a person in a country who is not a citizen of that country. So if we go to Mexico we would be aliens because we are not citizens of Mexico." :)
Now on to your book, I believe it's referring to that fact that even if they had non-Israelites living with them, they the "aliens" (non-Israelites) would still have to obey the laws because they were members of the Israelite's household.
